In the 2003-2005 and 2006-2008 work programmes, European social partners committed themselves to negotiate an autonomous framework agreement on inclusive labour markets. The negotiations started on 17 October 2008 and finished on 9 December 2009.

The framework agreement consists of three parts: the agreement as such, comprising six clauses, an annex containing several recommendations of the European social partners to public authorities and others (e.g. social economy, NGOs, education systems) and an annex listing several existing European legislative and non-legislative instruments whose implementation and application is particularly relevant in order to achieve the aims and principles set out in this framework agreement.

This agreement must be implemented by all member organisations of CEEP, BusinessEurope, SMEunited (formerly UEAPME) and ETUC in accordance with the procedures and practices specific to management and labour as specified in Article 155 of the Treaty on the Functioning of the European Union (TFEU) and this within 3 years after its signature (i.e. before 25 March 2013).

Therefore, the EU SP have decided to promote the exchange of practices and raise awareness on the ways of implementation in the various member states by organising a joint conference, before drawing up their final implementation report in 2014.
